All wires, devices, appliances and apparatus installed, used, sold or offered for
sale within the city shall conform to the rules and regulations of this article and
the electrical code, and, for the purpose hereof, they shall bear the label of Underwriter's
Laboratories, Inc., or shall be approved by the authority enforcing the code. Such
label or listing shall be prima facie evidence that said item conforms to this article
and the electrical code.
