§ 2-174. Budgets.

The city council shall review and adopt an annual operating budget, a capital improvement program budget, and a capital budget in such form or forms as the city council may from time to time require. such budgets shall be adopted by ordinance, and any amendments thereto shall be adopted by ordinance.
