§ 2-50. Presiding officer.

(a)

The mayor shall preside at all meetings, preserve order and decorum, and shall appoint all committees, unless the council shall otherwise direct.

(b)

In the absence of the mayor, the mayor pro tem shall preside; and in the absence of both, a chairman shall be appointed by the council, vested with all the powers of the mayor during such absence.
